What does 'see and avoid' mean in airspace operation?

It is the ongoing responsibility of pilots to visually detect and avoid other aircraft.

See and avoid means the pilot must continuously look out and take action to prevent collisions with other aircraft. In practice, you maintain a vigilant visual lookout, use proper clearing procedures before maneuvers, and adjust your flight path if you spot traffic. ATC may provide advisories and separation for IFR or in certain scenarios, but it does not guarantee that every aircraft will be seen and avoided. The responsibility rests with the pilot operating under VFR to detect traffic visually and maneuver to maintain safe separation. It isn’t about flying at the minimum altitude, nor is it defined by using onboard radar; the key idea is the pilot’s ongoing duty to see traffic and take appropriate action.

It is the ATC's duty to see and avoid all traffic.

It means you should always fly at the minimum altitude.

It requires using onboard radar to detect others.
